Decision No. 118/2009/QĐ-TTg amends certain provisions of Decision No. 144/2006/QĐ-TTg on implementing ISO 9000 in administrative bodies
Prime Minister promulgated Decision No. 118/2009/QĐ-TTg for amending and supplementing certain provisions of Decision No. 144/2006/QĐ-TTg June 20th, 2006 of Prime Minister prescribing implementation of quality management systems following TCVN ISO 9001:2000 standard in state administrative bodies activities in September 30th, 2009. Certain provisions were amended and supplemented specifically as follows:
1. Supplemental objects of implementation are specialized bodies under provincial People’s committees of urban districts, suburban districts, towns and cities.
2. Amending field of implementation of the Decision tends to all state adminitrative bodies of which activities concern solving administrative procedure for organizations and individual; including state bodies of security and national defence of which activities concern solving administrative procedure for civil organization, citizen have to implement the establishment and appling quality control system.
3. Supplementing establishment of quality control system frame model for each form of local vertical bodies under Ministries, Ministry-level Agencies, Governmental bodies, local State administrative bodies, which have the same organization, function and task model.
4. Implemental rate of process is prescribed specifically as follow:
- With Ministries, Ministry-level Agencies, Governmental bodies: have to fulfil the establishment and appling quality control system in all activities concern solving administrative procedure for organizations and individual up to December 31, 2012.
- With local vertical bodies under Ministries, Ministry-level Agencies, Governmental bodies: have to fulfil the establishment and appling quality control system frame model, which is established and promulgated by Ministries, Ministry-level Agencies, and Governmental bodies.
- With Central People’s committees of provinces and cities, Provincial People’s committees of urban districts, suburban districts, towns, cities; and Provincial specialized bodies: have to fulfil the establishment and appling quality control system frame model, which is established and promulgated by Ministry of Science Technology.
5. Unprescribing ISO Steering Committee model in ministries, branches and localities, but assigned to an assistant unit presiding over the Ministers, Leaders of Ministry-level Agencies, Leaders of Governmental bodies, Chairmen of Central People’s committees of provinces and cities in implementing the Decision; clearly prescribed roles and tasks of Provincial Departments of Science and Technology and Provincial Departments for Standards, Metrology and Quality in the implementation of ISO in local.
6. Prescribing in detail the operating conditions for consultative organizations, consultants, certifying organizations, assessing experts in Clause 2, Clause 3 of Article 6 and Clause 3 of Article 7 of Decision No. 144/2006/QĐ-TTg; and prescribing card for eligible consultants and assessing experts
